The Ministry of Federal Education and Professional Training, Islamabad has announced three professional opportunities under the Actions to Strengthen Performance for Inclusive and Responsive Education Program (ASPIRE).


The positions are being filled through a Request for Expressions of Interest (EOI). The project is supported through World Bank financing under Loan No. 7872-PK.



Applications are invited for one Consultant position and two Young Professional Officer (YPO) positions.

1. Consultant, Education Policy, Planning and Reforms

Number of Positions: 1

Applicants should have a Master’s degree in Education Policy, Public Policy or a related Social Sciences subject from a recognized national or international university.

Candidates should have at least 20 years of progressively responsible professional experience in public policy, education sector planning and reforms, with substantial experience at national and sub-national levels in Pakistan.

The ministry is looking for candidates with experience in education-sector studies, assessments, evaluations and research. Experience in preparing sector plans, policy documents and research reports is also required.

Applicants should also have experience working with federal and provincial governments in Pakistan. Experience with international development organizations and donor agencies will be relevant for this position.

2. Young Professional, Education / Training

Number of Positions: 1

Candidates should have at least 16 years of education from an HEC-recognized university in Social Sciences, Public Policy or Development Studies. Preference will be given to applicants with a higher degree in these disciplines.

Applicants need at least 2 years of relevant experience in public sector education or development programs. The advertisement states that experience preferably including one year on a World Bank PforR education project will be considered.

Relevant experience includes field-based data collection and monitoring, surveys, FGDs, interviews and stakeholder consultations.

Experience with teacher training programs, digital learning platforms, curriculum review and quality assurance of educational content is also relevant.

Candidates should have good command of Microsoft Word, Excel and PowerPoint. Knowledge of R, STATA and Canva will be considered an advantage.

The advertisement also mentions experience related to inclusive education, including Out-of-School Children, Special Education and Non-Formal Education.

3. Young Professional, Partnerships, Stakeholder Engagement and Inclusion

Number of Positions: 1

Applicants should have a Bachelor’s degree with a minimum of 16 years of education in Business Administration, Public Administration, International Relations, Development Studies, Social Sciences, Project Management, Education or another relevant discipline from a recognized institution.

Candidates can have up to one year of relevant professional experience, including internships, traineeships or employment supporting project management, stakeholder engagement, partnerships, program support or business development.

Experience in supporting meetings, workshops, consultations and stakeholder coordination will be useful.

Experience working with government institutions, development partners or donor-supported projects will also be considered an advantage.

Shortlisting Criteria

For the Young Professional, Education / Training position, candidates will be assessed using the following criteria:

Education: 20 points
Work Experience: 20 points
Additional Skills / Expertise: 10 points
Interview / Presentation: 50 points

The advertisement states that the minimum qualifying marks are 50%.
